HEAL-D unites a diverse, complementary consortium of six beneficiaries across Germany, Greece, Albania, and Kosovo — each bringing unique expertise in VET, digital health, pedagogy, and policy advocacy.

BUPNET – Bildung und Projekt Netzwerk GmbH (Germany — Lead Partner)

Project Coordinator & Lead for Management (WP1) and Educator Training Guide (WP3)

BUPNET is a leading European VET and training organisation with over 25 years of expertise in project management, adult education, quality assurance, and blended learning solutions. With a strong track record in Erasmus+ and other EU-funded initiatives, BUPNET brings unparalleled governance and methodological expertise to coordinate the entire HEAL-D project.
Key Contributions
  • Leads WP1 – Management and Quality Assurance: coordination, risk management, financial oversight, and compliance with Erasmus+ standards.
  • Co-leads WP3 – Adaptation and Training Guide for Educators: developing pedagogical frameworks, internship preparation materials, and educator capacity-building resources.
  • Ensures strategic direction and quality of all project outputs throughout the 24-month lifecycle.
Xenios Polis – Culture, Science and Action (Greece)

Lead Beneficiary for Framework Courses (WP2)

Xenios Polis is a Greek NGO dedicated to educational research, innovative training, and digital transformation. Renowned for its expertise in gamified learning, distance education, and youth-focused methodologies, the organisation brings creative, evidence-based curriculum design to HEAL-D's digital health training programme.
Key Contributions
  • Leads WP2 – Framework Courses: designing five innovative, ECVET-aligned digital health curriculum modules covering telemedicine, AI diagnostics, cybersecurity, eHealth, and universal digital health coverage.
  • Conducts the Digital Health Needs Analysis (research context and stakeholder consultations).
  • Develops gamified, multimedia, and interactive learning content for healthcare professionals and VET educators.
  • Coordinates translation and localisation of all course materials into Albanian and English.
European University of Tirana (UET) (Albania)

Lead Beneficiary for eLearning Resources (WP4) and Dissemination (WP6)

With strong links to Albanian labour market boards and international academic networks, UET bridges academic excellence and practical workforce development.
Key Contributions
  • Leads WP4 – eLearning Resources & Digital Tools: developing the HEAL-D Digital Health Learning Hub (LMS-based platform), mobile application, OER materials, and webinar archives.
  • Leads WP6 – Promotion, Dissemination, and Sustainability: managing project website, social media channels, dissemination events, and the final conference in Tirana.
  • Ensures academic and policy alignment, contributes to curriculum design, and drives long-term institutional adoption of HEAL-D outcomes.
National Association of Public Health of Albania (NAPH) (Albania)

Co-Lead for Educator Training Guide (WP3)

NAPH is an Albanian NGO advancing public health research, education, and professional development. With deep expertise in health policy and strong networks across Albania's healthcare sector, NAPH ensures that HEAL-D's training content is grounded in real public health priorities and is accessible to frontline health professionals.

  • Co-leads WP3 alongside BUPNET: contributing public health expertise, local stakeholder networks, and health education insights to the educator training guide.
  • Facilitates internship and WBL partnerships with healthcare facilities across Albania.
  • Supports WP2 piloting activities: engaging healthcare employers and VET educators in needs analysis and curriculum validation.
Kolegji Profesional Universum (KPU) (Kosovo)
Role
Partner for eLearning Resources (WP4) and Skills Validation (WP5)

KPU is a Kosovar vocational high school specialising in dual-learning programmes across health and technology fields. Its practical, employer-linked approach to VET makes it an ideal partner for integrating real-world digital health training and internship opportunities into the HEAL-D programme.
Key Contributions
  • Supports WP4: contributing dual-learning laboratories, practical training environments, and student engagement for platform testing.
  • Supports WP5 – Skills Assessment, Validation, and Recognition: contributing internship-focused skills validation, in alignment with EU frameworks.
  • Engages local Kosovar healthcare employers and facilitates WBL placements for healthcare trainees.
