The HEAL-D project — Health Education for Advanced Learning in Digital Healthcare — is a strategic, EU-funded initiative designed to address the critical digital skills gap in Vocational Education and Training (VET) within the healthcare sectors of Albania and Kosovo. Through an innovative, EU-Western Balkan collaboration, HEAL-D equips healthcare professionals, VET educators, and students with the competencies needed to thrive in a rapidly digitising healthcare landscape.
The rapid proliferation of digital health technologies — telemedicine, eHealth platforms, artificial intelligence (AI) for diagnostics, and digital patient management systems — has transformed healthcare delivery worldwide. Yet in Albania and Kosovo, VET systems remain ill-equipped to prepare healthcare professionals for this digital era. Only 15% of Albanian and 10% of Kosovar healthcare workers are proficient in digital health tools, while 90% of VET schools lack the necessary digital training equipment.
